Cubs must be 'invested' before they can start to earn badges. Investiture is a semi-formal ceremony which is performed by the troup leader. Before a Cub can be invested there are several conditions which must be fulfilled.
1) Cubs must have had their seventh birthday, but are yet to have their eleventh birthday. 2) Must be a registered and paid up member of Scouts Australia. (See Membership page for costs.) 3) Must be a paid up member of First Victorian Sea Scouts Group or have arranged with the Group Leader to pay the fee over a specified time period. (See Membership page for costs.) 4) Must have a Cub Scout Shirt - navy blue with yellow shoulders.
